Private sector partner Plenary Environment Barwon Pty Ltd The Plenary Environment consortium includes:
- Water Infrastructure Group to design, construct, operate and maintain the Biosolids facility; and
- Bank of Tokyo - Mitsubishi VFS (debt) and Plenary Group (equity) to finance the project.
On 31 August 2007, Plenary Environment was awarded the contract to deliver the Barwon Water Biosolids Management Project.
The Plenary Environment consortium has designed, built, financed and is now operating and maintaining the facility over the 20-year contract term.
The facility commenced operations in September 2012. The project is delivering a sustainable programme for the treatment and beneficial use of biosolids from the Black Rock Water Reclamation Plant and a number of other Barwon Water reclamation plants.
