Project Assurance Reviews (PARs) are undertaken by an independent team of appropriately skilled and experienced reviewers and provide timely advice to government, the responsible department and/or agency, and DTF on a project or program’s progress, objectives, governance, and readiness.
PARs are designed to improve delivery confidence, reduce ‘scope creep’ and facilitate a wider stakeholder engagement than other processes may allow.
PARs include bespoke terms of reference developed by DTF and individual project teams. PARs will usually be conducted shortly before a decision point or key milestone is reached or during construction when there is a long period between Gates 4 (Tender Decision) and 5 (Readiness for Service).
PARs can also be requested by the Treasurer, the responsible minister, department or agency.
All High Value High Risk (HVHR) ICT projects are required to complete PARs due to the unique risks associated with ICT projects.

Templates
The PAR is an internationally recognised assurance tool that can be applied to a variety of projects and programs. DTF encourages the application of PARs to non-HVHR projects, projects delivered by local government or by the private sector. This report template is made available as an assurance resource for use by project teams at their own discretion. DTF encourages the use of this report template for project assurance outside of the formal DTF processes where appropriate. Reviews for HVHR projects or that are otherwise mandated by DTF must be undertaken within the Online Reporting Platform (ORP).
