When to use the Construction Supplier Register?
The Construction Supplier Register is a selective tendering tool for Victorian government departments and state agencies when tendering for public construction projects. Its usage is mandatory when a government department or state agency elects to undertake a selective tender process for construction projects with contract values (including Goods and Services Tax, GST):
- $300,000 and above for services
- $750,000 and above for works
- less than $750,000 for works (through the CSR’s Low Value Works category).
Government departments and state agencies use the Construction Supplier Register to identify, select and directly invite a targeted pool of pre-qualified construction works and services suppliers (i.e., all suppliers in a relevant Construction Supplier Register category or at least three suppliers) to tender to build buildings and infrastructure and undertake specialist inputs into construction and infrastructure projects based on their procurement needs.
The Construction Supplier Register is the only Whole of Victorian government register approved for public construction procurement of building and infrastructure projects consistent with Ministerial Direction and Instruction for Public Construction Procurement (Ministerial Direction 6.1).
A selective tender process streamlines public construction procurement because the Construction Supplier Register team has already vetted pre-qualified construction suppliers as part of a range of ongoing, due diligence processes:
- at the time of the supplier’s initial pre-qualification application process
- during mandatory reviews of all pre-qualified suppliers
- when alerted to issues of supplier non-compliance with the Construction Supplier Register’s pre-qualification requirements.
Government departments and state agencies are ultimately responsible for determining the tender process that best meets their needs and delivers public construction and infrastructure procurement that:
- considers the complexity and value of the project and supplier market capability
- adheres to the legislation, policy, guidance and mandatory requirements outlined in the Ministerial Directions and Instructions for Public Construction Procurement.
The Construction Supplier Register also administers the:
- Australasian Procurement and Construction Council’s National Prequalification System for Non-residential Buildings (NPS) in Victoria for contracts greater than $50 million.
- Residential Cladding Rectification Register pre-qualifying suppliers for the removal and/or rectification of combustible cladding from residential apartment buildings identified by Cladding Safety Victoria.
What is the difference between the Construction Supplier Register and a Victorian Government Supplier Panel?
The Construction Supplier Register is different to using a Victorian Government supplier panel. Supplier panels use pre-defined terms of engagement and nominated rates. They are commonly used for the purchase of goods and services and some specialist construction services.

What is the difference between the Construction Supplier Register and the Department of Transport and Planning’s Prequalification Scheme
The Construction Supplier Register, located within the Department of Treasury and Finance, is the only approved Whole of Victorian Government register for the pre-qualification of construction works and services suppliers under the Ministerial Directions for Public Construction Procurement. It is mandatory to use for selective tendering for projects to build public buildings and infrastructure.
The Department of Transport and Planning Prequalification Scheme is a pre-qualification register, approved under the Ministerial Directions, for construction works and services suppliers of civil (road and bridge) construction projects.
