Requirements

Whole of life projects must be delivered in accordance with Whole of Life Procurement Requirements and associated contracts, guidance and templates.

The Whole of Life Procurement Requirements provides further information on implementing these types of procurement models.

Whole of Life procurement models

Whole of Life procurement models have two streams:

1. The Partnerships Victoria model is applied to long-term contracts where government or users pay the private sector (typically a consortium) to deliver infrastructure and related services. The private sector is responsible for funding and financing the infrastructure.

The Partnerships Victoria model combines established practices with market innovation:

1. Precinct partnerships are used for housing or other precinct developments.
2. Community partnerships are used for providing essential social infrastructure, including hospitals, schools and justice facilities.
3. Economic partnerships are typically used for economic infrastructure, including transport and utilities.

2. The Bundled model involves grouping the design, construction, operations and/or maintenance of an asset. The State is responsible for funding and financing the infrastructure.

The Whole of Life Procurement Requirements provide information on delivering both Partnerships Victoria and Bundled projects. The Whole of Life Procurement Requirements replace the Partnerships Victoria Requirements.
