Eligibility criteria for Construction Supplier Register sub-category Cladding rectification

Eligibility criteria used to assess applications for pre-qualification to the Construction Supplier Register for suppliers applying to the sub-category Cladding rectification.

Cladding and combustible cladding products have the same meaning as set out in the Minister’s declaration (Prohibition of High-Risk Cladding Products).

Fact sheets describing these products are available on the Victorian Building Authority website.

Involvement with cladding involves the installation, supply, approval, inspection, construction or design of cladding.

Note:  Eligibility of original practitioner to participate in Cladding Rectification Program.

The Cladding Rectification Program has determined that applicants involved in installing cladding will not be eligible to receive funding from Cladding Safety Victoria for rectifying cladding on a building where the applicant was the original practitioner that designed or installed the cladding, unless otherwise agreed by Cladding Safety Victoria.

Cladding disciplinary action

Eligibility criteria

The applicant’s, or the applicant’s company or partnership, disciplinary action history will be considered as to whether they are appropriate suppliers for this sub-category, at the discretion of the Lead Department and agencies with an interest in this sub-category.

Guide to acceptable evidence

Compliance report prepared by the appropriate regulator(s) describing the status of the applicant’s disciplinary action history.

Current letter from the appropriate regulator(s) describing the status of the applicant’s disciplinary action history.

Statutory declaration from the applicant describing the status of the applicant’s disciplinary action history, to be provided if requested by the Lead Department.

Explanation and supporting documents from the applicant of any disciplinary action.

Eligibility criteria

The applicant’s, or the applicant’s company or partnership, disciplinary action history will be considered as to whether they are appropriate suppliers for this sub-category, at the discretion of the Lead Department.

Insurance for cladding work

This eligibility criterion applies to the following pre-qualification categories:

Eligibility criteria

The applicant’s insurance permits the applicant to undertake cladding work.

The applicant’s insurance contains an excess applicable to cladding work, considered acceptable to undertake cladding work at the discretion of the Lead Department.

Guide to acceptable evidence

Evidence of current insurance policies, in the name of the applicant.

Copy of insurance certificate of currency, in the name of the applicant.

Copy of insurance policy and or schedules addressing exclusions and excess.

Insurance compliance declaration, when issued to the applicant.

At the Lead Department's discretion, the results of an audit of the applicant’s insurance, provided by an assessor appointed by the Lead Department.

Cladding work history

This eligibility criterion applies to the following pre-qualification categories:

Eligibility criteria

Applicant’s detailed work history of all cladding work, including where involvement was either of, or both, direct or indirect, will be considered as to whether the applicant is experienced and suitable to perform cladding rectification works, at the Lead Department's discretion.

Guide to acceptable evidence

List of completed and current projects that involve cladding, including details of the project.

The Lead Department will contact at least two nominated referees to conduct a referee check that confirms that the applicant practices in the category applied for and holds the level of experience expected of a competent practitioner of that category.

Report or finding from a cladding audit.

Note:  Eligibility of original practitioner to participate in Cladding Rectification Program.

Eligibility criteria

Applicant’s detailed history of investment in projects which involved cladding work, including where involvement was either of, or both, direct or indirect, will be considered as to whether the applicant is experienced and suitable to perform cladding rectification works, at the Lead Department's discretion.

Guide to acceptable evidence

List of completed and current projects that involve cladding, including details of the project.

The Lead Department will contact at least two nominated referees to conduct a referee check that confirms that the applicant practices in the category applied for and holds the level of experience expected of a competent practitioner of that category.

Audited assessment at the discretion of the Victorian Building Authority and / or Cladding Safety Victoria

    The audited assessment may include, at the discretion of the Victorian Building Authority and / or Cladding Safety Victoria assessment of any of the following:

    • Building permit levy history
    • Complaints submitted to and / or information held in the Practitioner interest list maintained by Victorian Building Authority
    • Data related registration and licencing of Registered Building Practitioners by Victorian Building Authority, including company registrations and registrations of directors of companies
    • Results of inspections undertaken by the Victorian Building Authority under the Proactive Inspection Program
    • Data related to investigations and complaints held by the Domestic Disputes Resolution Victoria
    • Reports and probity checks undertaken by Cladding Safety Victoria
    • Enquiries, inspections and complaints held by the State-wide Cladding Audit

    The results of the audited assessment will be considered as to whether the applicant is an appropriate supplier for this sub-category, at the discretion of the Victorian Building Authority and / or Cladding Safety Victoria.
