Description

The Victorian Comprehensive Cancer Centre (VCCC) achieved commercial acceptance in June 2016. The state-of-the-art facility provides a brand new home for the Peter MacCallum Cancer Centre and new cancer research and clinical services for Melbourne Health (including the Royal Melbourne Hospital), and new cancer research and education facilities for The University of Melbourne. These three organisations make up the building partners for this exciting project.

The facility comprises a new 13-storey building bordering Flemington Road, Grattan Street and Elizabeth Street, and the construction of four new floors on top of the existing Royal Melbourne Hospital (RMH).

The new building and the extension to RMH are connected by covered bridges above Grattan Street, allowing cancer patients, visitors and staff to move between the two buildings.

The facility’s Parkville location, in Australia’s premier biomedical and research precinct, enables improved cancer-related clinical and research linkages between the building partners and the other Alliance members, including:

  • Walter and Eliza Hall Institute of Medical Research
  • Royal Women’s Hospital
  • Royal Children’s Hospital
  • Western Health
  • St Vincent’s Hospital Melbourne
  • Austin Health, and
  • Murdoch Children’s Research Institute.

The new building features space for hundreds of cancer researchers. The translation of research discoveries into new treatments will be enhanced with cancer researchers from leading organisations working side by side or within close proximity, and also alongside cancer clinicians and their patients, maximising opportunities for collaboration and sharing of information.

The new facilities include:

  • 160 overnight inpatient cancer beds
  • 42-bed capacity intensive care unit
  • 110 same-day beds
  • dedicated clinical trials unit with 24 treatment places
  • eight refurbished medi-hotel beds, with additional space for overnight accommodation for country patients, their families and carers
  • over 25,000 square metres of specialised research space
  • eight operating theatres and two procedure rooms
  • eight radiation therapy bunkers, and
  • education and training facilities including seminar and meeting spaces and lecture theatres.

The contracting private sector partner is Plenary Health (CCC) Pty Ltd (Plenary Health) consortium, which has responsibility for the design, construction, finance and maintenance of the majority of the VCCC facilities over the 25 year operating term. Responsibility of all core clinical, research and education services is to be retained by the project members, including the State. The contract for the VCCC was awarded to the Plenary Health consortium on 7 December 2011.

The lead parties within the Plenary Health consortium are Plenary Group as sponsor and investor, Grocon Constructors (Vic) Pty Ltd and PCL Constructors Pacific Rim Pty Ltd in joint venture as the builder and Honeywell Limited as the facilities maintenance manager. The architectural design team is led by Design Inc and Silver Thomas Hanley in partnership with McBride Charles Ryan. Equity investors in the project are Plenary Group, investment vehicles owned by UniSuper Limited and investment vehicles advised by Partners Group AG.

As of service commencement in June 2016, government has begun paying quarterly service payments to Plenary Health.  These payments are at risk in accordance with the payment mechanism which requires Plenary Health to meet performance indicators relating to ongoing facility availability and provision of support services.
