In December 2021, the Victorian Government made a commitment to deliver up to 1,400 new homes across Homes Victoria owned sites in:
- Horace Petty Estate, South Yarra
- Essex Street, Prahran
- Bluff Road, Hampton East
- Barak Beacon Estate, Port Melbourne.
The project will build at least 650 social housing homes – a minimum boost of 10 per cent in social housing at each of the four sites – with the rest a mix of affordable and market rental homes, including some Specialist Disability Accommodation housing.
The homes will replace 502 outdated social dwellings and be a mix of studio, one, two and three-bedroom homes – catering for individuals, couples and families. They will also be energy efficient and environmentally sustainable, and the developments will include large communal green spaces.
The project will be delivered as an availability public private partnership under a ground lease model in accordance with the Partnerships Victoria framework. The consortium will design, construct, finance and maintain the new facility, consistent with the partnership model that is being used to build 1,110 social, affordable and market rental homes in Brighton, Prahran and Flemington (Ground Lease Model 1).
The project is being delivered as part of Victoria’s Big Housing Build, which is the largest single investment in social and affordable housing by any government in Australia.
The Request for Proposal process is currently underway. The successful respondent is expected to be announced in mid-to-late 2023.
Main construction works are expected to commence in early 2024.
Homes Victoria is the lead responsible agency and will manage the procurement and delivery of the project in accordance with the Partnerships Victoria framework.
