Natural disaster events and allowable time limits

The following information provides details of recent natural disaster events and allowable time periods to incur expenditure and submit claims for reimbursement through Victoria’s Natural Disaster Financial Assistance (NDFA) scheme.

Any costs incurred after these deadlines will be deemed ineligible for reimbursement. Please note that these timelines allow the Victorian Government to comply with Commonwealth Government timelines for acquittal and audit requirements.

* Councils required to advise DTF (via Regional Roads Victoria) if further time is needed at least 2 weeks prior to the end of the allowable time period for Category A expenditure. 

For Category B Emergency and Immediate Works, Councils required to advise VicRoads at least 2 weeks prior to the end of the allowable time period as per Guideline 1: Claims and eligibility for essential public assets page 7. 
For Essential public asset Reconstruction works, Councils required to advise VicRoads, 3 months prior to the end of the allowable time period, as per Councils required to advise VicRoads as per Guideline 1: Claims and eligibility for essential public assets page 7.

** Estimates (best estimates) are to be updated in the Automated Claims Management System (ACMS) at a minimum on a quarterly basis, for all outlays.

*** For the purposes of determining when the three month timeframe for completing emergency and immediate reconstruction works starts and finishes, an EPA is considered to be ‘accessible’ from the time when:

  • the disaster is no longer occurring (e.g. flood waters have receded or a bushfire is out/under control) and the site of the damaged asset can be safely accessed by reconstruction workers, or
  • the state or a council has capacity to undertake the required restoration works. In this situation, the state/council must be able to demonstrate they have made a reasonable attempt to commence works as soon as the disaster was no longer occurring (as per the point above) but was not able because of either:
    • competing reconstruction priorities associated with a significant program of works caused by a severe disaster or multiple disasters, or
    • the unavailability of specialised equipment/resources.

Note that Councils are required to provide supporting documentation that demonstrates date of access to each of the essential public assets when lodging a claim.
