Premier media release 27 April 2016.
The Andrews Labor Government has fully funded the biggest transformation to our public transport system since the construction of the City Loop – Melbourne’s new Metro Tunnel.
There is $2.9 billion over the forward estimates to progress construction of the project, with the balance fully committed in capital expenditure beyond the forward estimates.
The future of the project is certain, because this Budget is about getting it done. The Metro Tunnel will be built and operational by 2026.
This is the centerpiece of the Victorian Budget 2016/17. It guarantees that the biggest and most important transport project in Australia is delivered in full and on time.
The project will allow more trains to run in and out of the city by giving the Cranbourne, Pakenham and Sunbury lines their own tunnel through the CBD.
It includes two nine kilometre tunnels under the CBD and five new underground stations, with two directly connected to Flinders Street and Melbourne Central. Sixty five new, high capacity trains – also fully funded – will run on the line, freeing up more trains to run across Melbourne.
When the Federal Liberal Government came to office, they had the business case for the project and $3 billion was allocated to its completion. Former Prime Minister Tony Abbott then cut that funding completely – as he did for every major public transport project in Australia.
While there was hope that Mr Turnbull would support the project, it is now evident that he is unwilling or incapable of doing so.
We remain open to any future Federal Government partnering with us on this project, but Victorians can’t wait any longer for Mr Turnbull to make up his mind.

“This is the biggest overhaul to the system since the construction of the City Loop and we’re getting it done. The Metro Tunnel will mean more trains in and out of the city every single day.”
“Malcolm Turnbull has been missing in action on the biggest public transport project in the country. Victorians can’t wait any longer.”

“Finally, our world-class city can get the turn up and go public transport system it deserves.”
“Melbourne is growing, but we can't run more trains in and out of the city because the City Loop is full. The Metro Tunnel will free up the loop so we can run more services across the network.”
