Delivery of this project was managed by the Bureau of Emergency Services Telecommunications (BEST) within the Department of Justice.
The contract is now managed by the Emergency Services Telecommunications Authority as an agent for the Department of Justice.

Along with the Emergency Alerting System Project and the Mobile Data Network Project, MMR forms a major investment and upgrade in technology infrastructure.
Motorola Solutions Australia was awarded the contract to design, build, finance and provide support and maintenance services to the network. The contract was executed on 15 March 2004 and the contract term is for seven years plus a two-year option for the State to extend.
As part of the State’s Emergency Management Operational Communications Program, the MMR has been extended for an additional two years (until December 2014) with a further, two one year optional extensions.
