Overview

EastLink is the largest urban road project constructed in Victoria. The project consists of a 39 kilometre fully-electronic tollway that links the Eastern Freeway in Mitcham with the Frankston Freeway in Melbourne's south east.

Description

EastLink is a large urban road project with a construction cost of $2.5 billion. The 39km motorway set a new benchmark for delivering modern infrastructure.

EastLink was delivered on budget and construction completed 5 months ahead of schedule. EastLink opened to traffic on 29 June 2008.

The project is Victoria's second fully-electronic tollway and links the Eastern Freeway in Mitcham with the Frankston Freeway in Melbourne's South-East.

The project includes:

  • 39km of tolled motorway and 6km of bypass roads at Dandenong and Ringwood;
  • twin, three-lane, 1.6km tunnels under the Mullum Mullum Valley; and
  • 103 structures, including 88 bridges.

EastLink is a tolled road. However, the Ringwood Bypass and the Dandenong Southern Bypass is not tolled. For motorists, it brings:

  • a seamless tolling system between EastLink and other toll roads across Victoria;
  • a toll cap of $5.26 (2010) for a one-way weekday journey for the full length of the road; and
  • lowest tolls of any private toll road in Australia.

ConnectEast was the successful bidder for the EastLink project.

On 14 October 2004, it was awarded the 39 year concession to finance, design, construct, commission, toll, operate, deliver customer services, maintain, repair and ultimately hand over EastLink to the State at the end of the concession period.

In a world-first for a public private partnership (PPP) project of this type, the concessionaire has committed to a regime of key performance indicators that ensures a level of service delivery for the users.
