The Financial Management Compliance Framework (FMCF) assists Victorian Public Sector (VPS) agencies establish and maintain effective financial management to support the achievement of agencies’ key objectives and goals.
It also helps the Victorian Government monitor the standard of financial management in line with the Standing Directions of the Minister for Finance.
The FMCF was launched by DTF in July 2003 and was updated in July 2005.

Financial Management Annual Compliance Reports
The Financial Management Annual Compliance Report gives an overview of Victoria's Financial Management Compliance Framework as well as a high-level overview of current and recent historic levels of compliance with the Standing Directions across the Victorian public sector.

FMCF toolkit
The FMCF toolkit promotes responsible financial management across the VPS and aids government agencies in complying with the requirements of the FMCF.
The toolkit contains information detailing government agencies’ financial compliance obligations and includes guides and templates to help agencies meet these obligations.
Standing Directions
The Standing Directions of the Minster for Finance and associated rules form the basis of sound financial management for the State.
The Directions are designed to supplement the Financial Management Act 1994 by prescribing mandatory procedures that must be complied with by all Victorian Public Service (VPS) entities.
Certification checklist
The Standing Directions and associated rules require agencies to certify that they have complied with all applicable Directions.
Certification of compliance should be made annually to the responsible body or relevant delegate e.g. Audit Committee. Agencies subject to the Financial Management Compliance Framework (FMCF) are also required to annually certify compliance with these Directions to their Minister.
The FMCF certification checklist has been provided by DTF to help guide agencies through the certification process. Agencies are encouraged to complete the certification checklist prior to beginning their online certification via the Compliance Monitoring System.

Compliance Monitoring System (CMS)
The FMCF, incorporating financial management, taxation, purchasing card and thefts and losses, is predicated on entities annually completing a certification letter to their Portfolio Minister (via portfolio departments).
Portfolio departments are then required to provide a portfolio summary report to the Minister for Finance, via DTF.
The CMS supports, facilitates and automates the annual certification process for Victorian Public Sector entities and portfolio departments and is open from 1 July to 30 September.

DTF has published a comprehensive guide to aid Victorian Public Sector (VPS) agencies in complying with the Standing Directions of the Minister for Finance.

Data Integrity Manual
The Data Integrity Manual supplements the Standing Directions of the Minister for Finance on Information Management and Information Technology Systems (Standing Direction 3.4.13).

Annual reporting in relation to thefts and losses and purchasing card misuse
The Standing Directions state that agencies must provide a report every year that lists all cases of purchasing card misuse or thefts and losses (including arson, irregularity, or fraud). If an agency has no incidents of thefts and losses or purchasing card misuse to report for a particular year, DTF requests that it fill in the form below and submit it to DTF (email provided in the form).
