No cellar door sales licence for Victorian spirit producers

Cellar door and online sales are permitted for Victorian producers of beer, wine, brandy and cider products under a wine and beer producer’s licence. Victorian producers of spirits other than brandy are not eligible for this licence. A spirits producer who wishes to make cellar door or online sales is faced with more burdensome options, for example, holding a general licence (which is more expensive that a wine and beer producer’s licence) or holding multiple licences. As spirits are not different from beer, wine, brandy or cider in any relevant way, Victorian producers of spirits should be permitted to supply their product from the cellar door or online under the same licence that is available to wine and beer producers.
